Africa’s Future Under Threat: ICPC Chair Sounds Alarm on Cybercrime and Illicit Financial Flows

At the 13th Realnews Magazine Anniversary Lecture in Lagos, Musa Adamu Aliyu, SAN, Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), delivered a sobering message: Africa’s dream of achieving the African Union’s Agenda 2063 is at risk unless the continent decisively confronts cybercrime and illicit financial flows (IFFs).

Aliyu painted a stark picture of a continent caught between “technological opportunity and criminal innovation,” warning that digital platforms are increasingly exploited as highways for economic sabotage.

$80 Billion Lost Each Year
Citing findings from the AU High-Level Panel chaired by former South African President Thabo Mbeki, Aliyu revealed that Africa hemorrhages more than $80 billion annually through IFFs. These losses, he explained, undermine governance, weaken public services, fuel insecurity, and rob citizens of critical infrastructure such as schools, hospitals, and digital systems.

He pointed to ICPC investigations that uncovered multinational corporations manipulating invoices and inflating costs to evade taxes in Nigeria—funds that could have rehabilitated 10 teaching hospitals.

Cybercrime on the Rise
Aliyu stressed that Africa’s rapid embrace of digital technology has also widened its vulnerability to cyber-enabled crimes. Threats such as business email compromise, banking malware, cryptocurrency laundering, ransomware, and mobile money fraud are proliferating.

“Cybersecurity is no longer just an ICT issue—it is now a matter of governance and national security,” he warned, lamenting outdated laws, weak infrastructure, and poor cross-border collaboration that embolden criminal networks.

ICPC’s Digital Response
To counter these threats, the ICPC has created a Cybercrime and Digital Forensics Unit tasked with tracing cryptocurrency transactions and extracting evidence from encrypted devices. Still, Aliyu admitted the fight remains “asymmetric,” with law enforcement agencies hampered by limited resources.

Six-Pillar Framework for Protection
Aliyu proposed a six-pronged strategy to secure Africa’s digital and economic future:
– Strengthen legal and regulatory frameworks
– Build institutional capacity
– Invest in technology and infrastructure
– Deepen international cooperation
– Promote financial transparency
– Mobilize citizens and civil society

Role of the Private Sector
He called on banks, telecoms, fintechs, and multinational corporations to take responsibility by upgrading compliance systems, cautioning against treating anti-fraud measures as mere “box-ticking exercises.”

A Call to Collective Action
Aliyu concluded with a powerful reminder: every stolen naira, cedi, or shilling translates into a child denied education, a road left unbuilt, or a hospital without equipment.

“The Africa we want—prosperous, safe, secure, and transparent—is within reach,” he affirmed. “But it will only be achieved if governments, institutions, and citizens unite to protect our future.”
